More than 10 years elapsed since TC 7.5x and no one today bothers that TC executable is not compressed with UPX, and any long-time TC user knows this fact w/o reading SIZE!.txt, so it is not required anymore.
I think you should add a note to HISTORY.TXT instead for the first TC version that wasn't packed with UPX, also you can add a help topic descibing this change and containing a link to https://www.ghisler.com/packed_download (it is interesting how many people still use packed version though).

The only purpose of the size!.txt file is to provide a download link for the UPX-packed executable. Should I remove that too? Virus scanners really don't like it...

Maybe only add it on the Download page under Direct download (RECOMMENDED):
* UPX packed version of TOTALCMD.exe (32-bit) (Warning: Most virus scanners make launching them really slow)

On the contrary, its time to not only provide a 32bit but also a 64bit upx packed :D

The removal of size!.txt from the installation should then be mentioned in history.txt, if only to document this history. Not without reason was the packing of the exe for decades(!) a very important feature. Floppy disks...
