Put the "Set archive date to newest date" option in the "Pack files" (Alt+F5) dialog

As also discussed here viewtopic.php?p=462340#p462340 - I suggest to put the "Set archive date to newest date" option in the "Pack files" (Alt+F5) dialog - that is where one need it.
As it is now, if I have chosen ZIP or 7-ZIP in the "Pack files" dialog and I want to change this option, I have to click the "Configure" button, and then change to the "Packer" dialog.
"Set archive date to newest date" is an option one might change for different purposes, so I think it belongs in the "Pack files" dialog. The option should of course be remembered, as it is now.
The "Pack files" dialog is currently only about 225 pixels high, so adding an extra 20 pixels to the height for this option will be no problem even for the smallest screen.
I suggest to put it under "Recursively pack subdirectories" to be grouped with the two other options that are remembered.
There could even be enough space for changing the string to: "Set archive date to newest date (not ARJ, UC2 and plugins)".

If the whole "Packer" group box is moved accordingly down, it also gives more space to the "Compression rate:" line, as seen in the mock-up.
