Do you confirm that the mismatch between the help text, the text on the other help page, and the text in the German help is a bug?

It depends - the English F7 page tells to check parameters [T1] to [T4] for more details on using these parameters - this includes [T4], which does something else than the first 3. The English SHIFT+F4 page only refers to [T1] to [T3], because only those three use the date and time when the dialog box was opened.
That still doesn't explain the mismatch. Both dialogs use the time when the dialog box was opened by default.
F7 help page:

Shift+F4 help page:

And you saying "The English SHIFT+F4 page only refers to [T1] to [T3], because only those three use the date and time when the dialog box was opened." makes no sense as well. Only [T2] and [T3] use the current date/time.
Help Multi-rename tool:
[T1] After this position, use last modification date/time from renamed file for all date/time fields (default).
Note: These are just switches! Use them with the other time placeholders, e.g. [T1][YMD] [hms]
[T2] After this position, use current date/time (when rename dialog was opened)
[T3] After this position, use current date/time (when rename options were last changed)
[T4] After this position, use EXIF date/time for images and MP4 video recording date if available, otherwise skip the file
And I did not ask about a mismatch between these pages only, but also with the German Help.
German help:
