The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

[TC11.57] Folder on MTP device gets rescanned on every refocus

When folders are being browsed on MTP device (Eg, a phone or an camera connected over USB), and TC is unfocused (for example, by clicking to desktop or going to another program), and then refocused, it rescans all the files in the current folder on the MTP side again.
On large folders (For example Camera roll) this takes a long time to rescan.
The issue also happens when file is selected and copy from mtp to local drive is started. It shows the rescan dialogue, which fails in the middle because Windows starts copying the files and the connection is busy, so the Total Commander list only contains some files.

It's not a bug, it's a feature! TC generally rescans all directories and virtual folders when it re-gains focus, it has been like this for decades...

As it is, it's good. And one can adjust the own handling to suit to.

Indeed you can configure this via menu Configuration - Options - Refresh: No refresh for these drives:

From the help:
Here you can specify the drive letters for which you don't want auto-refresh. Use a single backslash to turn off auto-refresh for all UNC paths in the form \\server\share, / for file system plugins, and : for virtual folders.
