[TC9rc1] No saving of vertical.bar in installer

Install.inf says

;Save data the user may have changed!
[Backup data]
1=default.bar
2=no.bar

Shouldn't that include:
3=vertical.bar

This section is actually no longer used and could be removed. Instead, TC looks at the time stamp of the files within the CAB - if the time is 00:00, the file will not overwrite any existing files EXCEPT if they also have 00:00 timestamp.
