Since people keep asking where to get the plugins while the totalcmd.net/wincmd.ru domains are not accessible, I think, in addition to making changes to the hosts file to get back the access to websites by their domain names, it's worth to keep here in a single post available alternative options:

• for most of plugins, the easiest way to get them is to download from other currently alive sources:
  https://www.ghisler.com/addons.htm
  http://en.totalcmd.pl/
  or from petermad's website by links mentioned here

• in the post viewtopic.php?p=397930#p397930, there is an example of downloading the plugin from totalcmd.net/wincmd.ru, while their domains are not available, using the "preview" domains.

• in additon, many plugins from totalcmd.net/wincmd.ru are saved by the Wayback machine and can be found here.

The suggested solution above does, however, not work for me.

A DNS lookup gives me..

You can either try accessing the TotalObserver plugin page or the TotalObserver download link. Does this work for you?

Since the same IP address hosts multiple domains, you cannot open the web site using just the IP. The server has to know which of the domains you are requesting. When you open http://totalcmd.net/some/page, the browser sends a HTTP header "Host: totalcmd.net", and this is how the server knows which of the several web sites it needs to choose. With just the IP, the server doesn not know it, and instead it uses the so called default web site, which is currently set to some of the Ergo's side projects. Technically it's possible to set it to totalcmd.net, but not without the owner's consent.

I've written to him several times already, but he's not responding. It happened before that he may not reply for a long time, so I don't know what's going on.

Why not establish a site and service of similar (or even better) quality and constant availability on your own domain at ghisler.com? Many plugins are already published there, so a good base to build on is already available. If required provide some willing volunteers (shouldn't be hard to find on this forum) with moderation rights to help maintain that site.

Or host them at the wiki where only authors could edit the pages of their own plugins or something.

Unfortunately I can't do that. If I offer the plugins myself for download, people will assume that I tested and approved them. That's the case for the plugins currently available on ghisler.com. Unfortunately it's a lot of work and very time consuming to approve plugins. It involves things like uploading to virustotal, trying the plugins in a Windows sandbox (Virtualbox), and creating descriptions in English, German, and French. Also a single plugin detected as a virus (correctly or falsely) can block the entire IP address in Chrome+Firefox, which would make also the forum and regular downloads inaccessible.
