it's not on totalcmd.net or wincmd.ru they link to 194.149.91.132/tc/wlx_filter_converters_pack_1.1.zip
but that site seams to be unreachable, and the link provided by fenix_productions redirects to wordpress.com (did Microsoft buy them?)

I found it.
I had it on an old CD I thought it would be easier to re-download then search my old CD's/DVD's
if someone else needs it here's a copy

it's re-compressed in 7z to save a few MiB

just remembered why I removed this
tdump.exe included in this pack destroyed an application I was viewing (it may have been something else but beware)
On the other hand that's an old exe from 97 a newer one can probably be found somewhere online.
