Actually the default colors of TC depends on system settings.
TC Menu: 240.240.240
Notepad/Windows Menu: 242.242.242

There are system settings for various user interface elements. The '3D objects' settings globally affects all controls which use this color setting. The menu in TC is one of them.
There is also a so called theme set in Windows. It also defines colors and other stuff for all kind of user interface elements. The menu in Notepad seems to use this mechanism. You can switch to another theme but you cannot change its properties easily.
So you see that there is more than one mechanism for global color schemes.
