Umlauts and special characters gone from history.txt

Comparing history.txt of 11.02 with that of 11.03 RC1 finds 8 differences. Navigating to the differences after the first one reveals that umlauts and other special characters are gone and have been replaced by spaces. I don't think this is intentional.

Confirmed, too - it seems to be a bug in Windows notepad: When I open the history1102.txt with notepad on Windows 11, and then search for

The umlauts/accents shows up as question marks instead of what they should be. But when I add e.g. äöü to the start of the file, it is loaded correctly. So apparently the UTF-8 detection in notepad doesn't check the entire file whether it's valid UTF-8.

Well, Notepad is good for all kinds of surprises. I suggest to use a proper editor instead, and there's a plethora to choose from.

I normally use a different editor with F4, but I must have opened it once by mistake with Enter...
