copy file to read-only drive/folder locks this file.

after attempt to copy file to read-only drive/folder (CD/DVD/no permissions) it is not possible to rename delete or move this file.

Confirmed! It must be related to the new "as administrator" options that the file is kept open. I will try to find the reason.

Yes, seems to be fixed in pb2.
