IconsInMenu error if value contains 16 but not 1

IconsInMenu error if value contains 16 but not 1

If IconsInMenu contains 16 but not 1 no checkmarks are displayed.
Expected behavior: IconsInMenu should have no effect if it doesn't contain 1.

Hmm, icons in menus should be disabled entirely without 1 or 2 set. I will check why they are still shown.

Actually icons are also enable if 1 AND 2 is set (3, 7, 11, 15 etc.) - that's confusing.

Please note that 1 now MUST be enabled to enable icons, 2 isn't enough. This is done so the icons can be turned off, while their settings are kept.
