Installer broken?

On Windows2000 SP4, https://plugins.ghisler.com/700beta/tcmd7pb3.exe does just "unpacking files...", then nothing happens. The process disappears, that's it. I had to unpack the exe file and then start the install.exe.

I cannot confirm that - infact, I'm developping myself under Windows 2000 SP4.

I assume that some kind of background virus scanner or similar is preventing the execution of the program.
