TC currently cannot work (create, edit) with dirs and files which names contains
chars, for example, from 0xB0 to 0xDF in Terminal WinXP font.
Can be this fixed somehow?

No it can't. It's a Unicode problem. TC can only access Unicode dirs if they have a non-Unicode DOS name.

I think it is possible make some fix for this, because of:
1) FAR Manager has no problems with displasying and working (enter, edit, create etc.) with dirs/files which have such chars.
2) Ok, FAR - console program. But WinACE 2.5 working with these names too, sipmly by displaying Unicode equivalent of DOS char, but this is not a big problem.
I wrote you at support email with screenshots and some thought about them.
