"ValidateServerCert" as dword = 0
and it takes the value, but doesn't show up in the registry.
Note: I successfully edited an existing registry key under HKLM:
HKLM Software HTC Startup WAV
Seems similar to this problem that was never reproduced it seems (topic # 8661 - won't let me paste U R L since my first post - just search for HKLM under Total Commander Pocket, thread titled "discovered some bugs where are icons of editor? thanks"

I have just tried that on my Windows Mobile 5 device - the key can be created just fine!
Make sure you write ValidateServerCert without the double quotes around it.
If it still doesn't work, it may be a restriction of your device (access denied by phone operator).
