Reasons:
1) when copying file from broken drive it may save some info;
ok, a lot of 3d praty software make recovery much better, but this basic thing would be useful in cases when using TC from flash drive etc.
2) when copying file to drive which has less space than file size.
I used KillCopy for this.

Maybe this new Files system plugin is something for you: badcopy
I didn't try it yet...

Badcopy works for both cases in 'badcopy' mode and for first case in 'nscopy' mode.
However, I think it's easy to make the same in TC.
