When I open the controls over the button bar on Windows VISTA 64Bit, I get four entries. The four entries are from other programs I had installed on the system. All the Entries from the operating system are not available.
I have run the TC version 7.02a on Windows VISTA 64Bit. All Updates are installed on Windows.

Not sure what you're meaning by saying "controls over the button bar" (the only control above the button bar is the main menu) - but if you speak about context menu operations or other file associations, keep in mind that Windows has two sets, one for 32 bit applications and one for 64 bit applications. If you miss something, make sure it's not 64 bit only (since that won't show in 32 bit TC).
That's the "control panel". Guess you translated Systemsteuerung a bit too much word by word 
But it's actually the same thing I described: what you see there are those "control panels" that are 32 bit, since Total Commander is a 32 bit application. That's not a bug in itself (though displaying the 64 bit control panels might be a nice feature request), but designed that way by Microsoft.
