[Req] Plugin Auto Installation Should Ask for Admin Right

In the case of normal user with proper right i.e. no write access to program folders like Totalcmd it is inpossible to auto install an additional plugin or auto update a plugin. Today I have to start a new TCmd instance with the proper Admin rights or install/update the plugin manually. Maybe it would a good idea to ask for Admin rights during the plugin auto intstallation too if the first operation will fail - like the copy dialog does today.

Currently this isn't done because many plugins require write rights to their folder for a settings file (although I do not recommend to do that). You can choose a different installation location with plugin auto-install, though, where you have write rights.
