Cannot comment on the fhRAR issue, because I do not use fhRAR.
Yet, can give the answer to the other question:

where is it possible to view the meaning of those parameteres "/O /T /S /L" used in this command?

Inside the T.C. helpfile. Press F1. Go to section 4a. Command line parameters.

Is there any workaround?

Tweak fhRAR with Plugman:
http://www.totalcmd.net/plugring/tc_plugman.html

Uncheck "Detects archive type by content" or directly edit wincmd.ini and replace "rar=196..." with "rar=132...".
