Error on Install TC Plugins Manager

Downloaded TC Plugins Manager. Click on .exe (running as administrator in Vista).

Error message is: "Language file "English.lng" not found. Try to reinstall application or delete current Plugman.ini file."

English.lng is plainly in the same directory as .exe. No .ini exists yet as I am starting app for the first time. Can someone help me get this running?

Hello ! Welcome aboard !

• The language-files (all) must be placed in the <Language> sub-directory, not in the root of the folder with the EXE…
- However, I don't use Vista, and whether your LNGs are rightly located, we have to wait for the Alextp's opinion…
