Default value of F4 Editor

I have a suggestion regarding the default value of "Editor for F4".
Right now, it's "notepad.exe".

It might not be fully clear (or expected by the user) that it actually means "notepad.exe, started from the current directory". I'd call it a possible security risk - there might be a malicious file in current folder, called notepad.exe, and when I press F4 to open a text file in that folder, this malicious notepad.exe is started.

So, I think it would be better if the default value were e.g.
%windir%\notepad.exe
Or, the installer might expand this value, of course.
