How can I scan all the directories on my hard drive and list them by size?

1.) go to the top folder, f.ex. C:\
2.) press Shift+Alt+ENTER (this is an default with TC, isn't it?)
3.) take your time
4.) click on the header of the "Size" column

The order of 2, 3 and 4 you can decide on your own

Only the size for the folders you see and there sub-folders are showed.
Is this enough?

Note: you may test it within a single folder to get an idea how it works (within a shorter time)

You can use DirSizeCalc , a content plugin which shows some more info than standard function of TC (as Stefan2 already mentioned)

You just have to create custom columns first to use it.

Note: It is labeled "beta" but works quite stable right now

Is this enough?

I wanted to list all directories across the entire drive. So if the two largest directories, e.g., are buried in two different directory trees, they would still show up in the list as first and second.

As an alternative to a formal list, I think what I am seeking could be something like Control-B, but for directories, not files. Then I could sort by size.

You may use this free utility: TreeSize Free V2.2.1.
Provided you get the portable version all you have to do is to extract the download ZIP file to a folder of your choice and run TreeSizeFree.exe from there.

So if the two largest directories, e.g., are buried in two different directory trees, they would still show up in the list as first and second.

This means you are only interested in the foldersize of 1 level (non-recursive), not in the size of a folder including all it subfolders (recursive).
I doubt that any utility will calculate occupied space this way. They all seem to calculate foldersizes recursively: the size of all the files on the given folder level plus the sizes of all subfolders.

This can be achieved by disabling the recursive option in the size field. The configuration utility coming with the latest DirSizeCalc beta version can be used to perform this settings change.
