Copying time and date stamps

Please, is there a plug-in to copy time and date stamps from a template file to a target file, like in Charles Dye's TOUCH, http://www.highfiber.com/~raster/freeware.htm ?
This would be useful to me during daylight-saving clock changes in spring annd autumn. Typically, I find time stamps of files on my HD are an hour out of sync with files on the server, so back-up processes insist on copying them whole. I'd rather just copy the time stamps as it's quicker. Charles Dye's TOUCH works well, but it's DOS and doesn't understand LFNs. I know about the AddTime plug-in and could use that, but I wondered about alternatives.
