Lets we have Lister setted to KOI8-R and we try to open a CP1251 file with SynPlus.wlx and find any russian word there. Lister passes KOI8 to the plugin though it has his own codepage detect. As a result this word cannot be find.
I suggest that the Lister behaves more like an old one in this case.
Lister must ignore codepage settings when plugins are used

I think it should be up to plugin will it handle such call or ignore.
BUT because most of the plugins are not updated as often as we'd like to see them to, I vote for optional support.
