Do it is possibile to change the timestamp with redate plugin via dos commandline?

Nope, that's not possible.

Mal angenommen, du drückst Strg+F, wählst die FTP-Verbindung (mit gespeichertem Passwort), klickst aber nicht auf Verbinden, sondern fällst tot um.

Use touch.exe from GNU's UnxUtils.zip

(apparently not with commandline) MVV's PhotoDateCorector, mentioned here.
