Priority button blnik in WLX & WDX configure dialogs

To reproduce:

1. Use Classic Theme (W9x style) in Windows.
2. Go to Total Commander Configuration->Options->Plugins
3. Open Configuration dialog of WLX or WDX plugins.
4. Press Up (▲) or Down (▼) priority button -> Down (▼) button will blink.

Reproduced @ WinXP SP2 Pro Rus 32bit & Classic Theme, TC 7.55pb3.

Unfortunately I have no influence on it, I'm using a standard Windows scrollbar control.
