I think such command will be useful if user has more than one ignore file. If specified file doesn't exist, TC should treat it as null ignore list.
If parameter is not specified, TC should disable ignore list - for definiteness.

Good suggestion. Let me expand a bit your request. IMHO two commands could be useful for this purpose, i.e:
- APPENDIGNORELIST: Allow us to add our custom ignore-list to the current.
- OPENIGNORELIST: Allow us to replace the current ignore-list with the specified in parameter.

- REMOVEFROMIGNORELIST: Remove from the ignore list the specified filter-list in our custom ignore-list.
- APPENDIGNORELIST: Allow us to add our custom ignore-list to the current.
