"As Administrator" get startpath system32

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

"As Administrator" get startpath system32

If I rightclick on the ButtonBar with "As Administrator" on an element with an empty "Start path" then I get always the start path of "C:\windows\system32" and NOT the current source path (like without the "As Administrator").

Actually you get "C:\windows\system32" also when you give a start path. This is a bug in Windows itself. Although TC specifies a path in ShellExecuteEx, it is ignored by Windows. Unfortuantely Microsoft doesn't accept bug reports for Windows.
