If you are right, then we will meet these "issues" everytime we use 32-bit Total Commander with 64-bit Windows and when we start any 64-bit application from Total Commander.
Full technical article would be good.
And I hope this is just misunderstanding and "bad issue" doesn't exist.

I think I can help you. I cannot reproduce this issue on my computer.

I have tested with several plugins (Total SQX, AES, 7Zip) and also with internal unpackers (zip, rar) - and the ONLY instance where TC seems to support setting of directory attributes is when unpacking ZIP (internal).I think this issue can be reproduced with any wcx plugin.

I have a 7z archive of an old Firefox profile folder tree.
This archive was created using 7zip v4.65.0
This archive has just been unpacked using
+ Total Commander 7.56a
+ 7zip plugin v0.5.8
+ the unpack setting including pathnames
The copy option to copy folder timestamps had been activated before unpacking.
The target filesystem is NTFS on Windows 7 32-bit.
The folder timestamps of all (sub)folders have been restored correctly. I.e. the folder timestamps inside the 7z archive and the folder timestamps on the disk are absolutely identical.
The same applies to the file timestamps as well.
So T.C. can restore folder timestamps correctly when unpacking archives. This does not only apply to ZIP archives, but at minimum to 7z archives as well. - This will work as expected only in case the folder objects including their attributes/timestamps have been added to the archive.

Nothing I do can get this plugin to open CAB files... I suspect I don't understand these magic numbers well enough. Can anybody walk me through?
It would be nice if the plugin had a feature that allowed the user to click on what formats he wanted it to handle and then it was automatically set up that way.

first of all you can run
Debug View - it will show you if Total Commander uses my plugin with your cab file.
for example on my computer I see
If you do not see Total7zip log messages in Debug View, then it looks like Total Commander uses some other plugin, or opens your cab file by itself.
You can use TC Plugins Manager 2.2.3 to configure your plugins:
