Sorry, I cannot tell you why on your Windows 2008 R2 the Total Commander lister refuses to display .HTM and .MHT files. Yet, I can assure you that viewing local .HTM and .MHT files in T.C. lister does work here: Total Commander 7.56a on Server 2008 R2.
Is there a chance that a lister plugin has been configured to handle .HTM and .MHT files which, however, cannot do so?
Perhaps it is worth checking Configuration => Settings => Viewer/Editor => Configure Internal Viewer. [x] Show HTML as text should be ticked. And it may also be advisable to click on the button "LS-Plugins" and inspect the list of configured lister plugins.

Indeed you seem to have a plugin installed which uses the Internet Explorer html control. Try to view the local page in Internet Explorer directly. If it fails too, you will need to change the security settings to view it.
