UTF-16 download list not recognized

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

When tested FTP Download from list function I didn't notice that my test list file was saved in UTF-16 encoding. When I tried to use it TC created a BTM window with a single item "яюh" (the first two letters are Russian letters with codes 0xff, 0xfe — the file was with BOM), then the BTM disappeared without any message, without any changes in the list file.

I think TC should be more user-friendly in this situation: either tell explicitly that UTF-16 is not supported, or (better) use the Unicode format as normal text.

Indeed it currently supports only ANSI and UTF-8, sorry. I will check how difficult it would be to support.
