[8.0ß11] Wrong encoding in plugin description (auto-install)

1. Set system locale into English/German/French/etc. with 1252 codepage.
2. Start TC and set its interface language into Russian.
3. Download (or create) a plugin package with pluginst.inf file containing Russian description (e.g. hlp/mvb).
4. Enter the archive to initialize auto-installation procedure.
5. The text of the package description is shown using wrong codepage.

Screenshot (even if you don't know Russian, it's easy to see the difference between cyrillic message from TC and gibberish sequence of diacritics where the plugin description should be displayed).

Probably, can be reproduced with any language that has codepage different from the current system codepage, but I did not test them.

Checked in TC 8.0β11 x32 and x64 under Win7 x64.
