Tested this in TC 8.0 Beta 22 x32 and there the problem seems to be fixed: when reinstalling a FS plugin, always the overwrite dialog is shown. The dialog contains the path with the environment variable.

I'll have to test x64 later on.

Updating to beta 22 also fixed the problem I had. Just to let you know.
