The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

TC 8.01rc2 x32

[Shortcuts]
F10=cm_Associate
S+F10=cm_ContextMenu
Cursor in right (!) panel.
Press F9. Cursor automatical move to left panel and then opened assotiation dialog.
Press Shift+F9. Cursor automatical move to left panel and then opened context menu for file in left panel.

Confirmed. It happens in TC 8.01rc2 x64 too, except for the cursor jumping to left panel - that happens only in the 32b version.
