Fresh installation does not show the initial Options dialog

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

This applies to all current versions - tested with 8.01rc2 x32, x64, 7.56a.

If you have a fresh installation of TC (no or empty wincmd.ini) and you add a valid wincmd.key to TC's installation folder, on its first run it won't show you the initial Options dialog.

This is intentional: If you have a key, it's very likely that you have used TC before, so TC doesn't show the configuration dialog at start when there is no ini.

When I start a newly installed TC, the first thing I do is to change a few settings. It doesn't matter if I have a key or not, I have to edit some options anyway. The current behavior creates a bit contra-productive exception. Luckily, I'm not it that kind of situation too often, so I don't care too much if you change it or not.
