Unfortunately all they describe is the workaround, they also have no idea how to make Notepad++ work with the touchpad "out of the box". Other programs like Vmware or the Steam client seem to have the same troubles. It's very strange because TC uses a Windows Listbox control, which should take care of the scrolling itself.

For all having these issues - make sure you are using the latest Synaptics drivers (16.3 currently). Scrolling in elevated applications works without any hacks and even Metro apps react to scrolling (some of them ignored it before). Well, at least it helped here.
So if you are using old versions, it's worth a try.

It seems that it's actually the new version that causes those issues with TC. With version 15.2, I can't scroll in some Metro apps and for elevated apps I needed to force the driver to run as admin. And while version 16.3 fixed those issues, it broke scrolling in TC and those .reg fixes are not working for me. That's just great.
