Sorry, but TotalCommander is just not truly portable. Is it?
I did everything exactly as it is in 1.) on (insert link here - "Installer for USB sticks")
though best would be 3.) on the same page but it just points to a dead link.
Total Commander still stores it's data in the Windows' directories even if installed as "portable" according to the instructions.
Another little annoyance is it sometimes install all the EXE files in a \Total Commander main directory, sometimes the one main EXE file in \Total Commander and all the other EXEs in \Total Commander\sub-directory you can't even know in advance when it will install this way or that way.
What would be really great if Total Commander just used the standard PortableApps format (insert link - "Portable Apps Format Specification") as it is just like the link here (insert your own link here - "Installer for USB sticks") points to point 3.) but it does not work.
I mean Chris, you have a great and useful software but until it works as advertised I think many people will resort to the unofficial PortableAppz version (I just found it accidentally, as I searched for a solution to the official TC) which works as Total Commander should out of the box.

You can also install it manually on a stick in 3 easy steps:
1. Copy the entire totalcmd directory to the stick
2. Copy the files wincmd.ini and wcx_ftp.ini to the same directory (you can check in Help - About TC where they are located)
3. Open wincmd.ini with F4 and add the following unter [Configuration]
UseIniInProgramDir=7

I use portable TC by running it from my pendrive at many of my customer offices, it never gives me any problem.

I recall, it was rather easy to set it up on a pendrive and I have it done correctly on my first try...
May be you should make yourself clearer by elaborating further what you mean by saying "it does not work"?

Wou-wou! Keep calm, don't shoot flies with BFG.TCInstall in a 'PortableApps.com' format would be a useful thing.
TC is fully portable, but you'll need:
1. put wincmd.ini + UseIniInProgramDir=7 (as Ghisler says)
2. check if any external progams in your TC dir have paths relative to TC (use "%COMMANDER_PATH%" instead of "c:\Program Files\TC\" or any absolute TC dir you have)
3. ???
4. Profit!

I'd think that with a variation to the install manifest, TC would be amenable easily.
