Such bug arised on my device (Samsung Galaxy S Relay 4G T699): I cannot unpack ZIP file.
Possibly after update to Android KitKat (on CyanogenMod 11).
Previously I was using stock ROM (JB 4.0.4 and then JB 4.1.2).
Earlier all was wonderful but suddenly I noticed this issue when I was trying to unpack something.
I cannot neither enter in archive file in manager nor find any "Unpack" button on the panel. Only "Pack"
Archive files cannot be unpacked! (KitKat)

No problem here - I have KitKat too on my Nexus 7 (2012).
1. Where are these ZIPs located?
2. Are these created by TC, or other programs
3. Are you able to enter a ZIP created with "Pack"?

1. Internal memory (/storage/emulated/0/download)
2. Other program. Downloaded from Web
3. Yes
The problem is detected: it was a corrupted file. It gives error on PC too.
Sorry for bothering.
But it'll be more convenient for user to throw some error that gives explanation of exception and what should be done.
Because I dont even understand what happens and why I cannot unpack the archive
