Configuration: Windows 7, 64-bit, en-us, Commander versions were 8.01 and 8.50 beta 15, both 64-bit.
An example of zip archive (a bunch of subtitles) can be found at opensubtitles.org. The one I got has MD5 bb39ec13e286d8375179e9e21bdd06d1.
Create or open an empty directory in the right pane.
Open archive in the left pane, use F5 to extract files to the directory in the right pane.
Use 'Compare by contents' on any single file in the left pane; naturally it would say 'files are identical'.
Close the dialog, switch to the right pane
Use 'Compare by contents' on any single file in the right pane. This time it opens comparison window, where left file's name is not filled.
If the link is not working, I could upload it somewhere else and give another link. For me the bug is repeatable with that archive.

This happens because this particular zip contains absolute paths to the files (starting with a slash) - you can verify this with F3. Therefore TC cannot find the name in the archive. Currently there are no plans to handle this, sorry.
