One small comment: I noticed the text about the help files is the only text not in bold. Is that intentional?

Are .hlp files needed anywhere still? - Even my Linux systems (released 2012 and 2014) can display .chm help files.

The HLP link on a page http://ghisler.com/tools.htm#other still doesn't refer to the newest HLP file. Also since older TC 7.5 (which still has own bug reports forum here) used 16-bit hlp file, I think a note may be added that .HLP file for TC 9 is offered in 32-bit winhelp format (or a link to 16-bit hlp for TC 9 may be added).

I have updated the link, thanks. Since there is no 16-bit TC9, there is no need to write that the TC9 hlp is 32-bit only.

16-bit TC 7.5 also doesn't exist, but 16-bit help is offered for users who for some reason didn't (and don't want to) install the 32-bit Windows Help app (the case for 32-bit Vista and newer 32-bit Windows; though I don't know whether 16-bit WinHelp exist on 32-bit Windows 8 and 10 where it may be required for a user to enable a Windows setting for 16-bit applications support.)
