Menu in lister is not activated

In Lister, when I press right Alt, the menu is not activated - only by left Alt.

Hm, same here.
But this seems to be normal behaviour and to be expected:
Left <Alt> key is really <Alt> key.
Right <Alt> key is in fact <AltGr>, key label confirms so.
<AltGr> is the shortcut for <Ctrl><Alt>.
<Ctrl><Alt> not equal <Alt>, so the menu will not open.

My keyboard has two Alt keys, left and right, and both work.

It depends on the configured keyboard layout. With English layout, right Alt works like left Alt. With (for example) German, right Alt works as Ctrl+Alt and doesn't activate the menu.
