I confirm that string  is stored really in UTF-8 with a BOM. So it seems that TC checks for BOM in Unicode and not in ANSI.
Since TC needs to convert Unicode to ANSI anyway before writing to INI, it should be easy to check for BOM after conversion. Or TC should convert ANSI BOM to Unicode with local codepage (CP_ACP) to get correct Unicode BOM.
