rubberband selection cannot be fully disabled

If I disable the rubberband selection in Configuration > Operations I can still access it if I drag from below the filelist.

Reasons:
1) Tc flickers (gets deactivated and activated) if I select a file and move the mouse by some pixels. -> Perhaps rubberband selection could be deactivated in this case.

2) Dragging short files to the buttonbar / to other folders results in unwanted rubberband selection. -> Perhaps there could be a setting, that rubberband selection only triggers from 50 to 100% of the panel.
