Button bar flickers when clicked

When clicked, either on button or anywhere else on bar, button bar often redraws itself. In most cases, it affects only first row.

As can be expected, it only happens with Classic theme (Windows 7). Both 32 and 64-bit TC. Tested with clean ini.

It started happening in beta2 and still happens with beta3. It was fine in beta1, buttonbar was completely stable.

This is a fix to the problem someone reported here that the bar gets corrupted when tooltips are drawn.

Hmm... I must say that I found the original problem much less annoying than this one.

Indeed I found a better solution to handle this problem (redrawing just the affected button).
