Minor UI problems

Tested on Windows XP with TC 9.0 beta3 32-bit, with themes off:

Select Configuration -> Options... and now:

a) select Tabstops - the "Tabstops" panel is a bit too high and interferes with the bottom border of the "Show file extensions" panel,

b) select Packer - now same problem with "LHA"/"ARJ" panels and "TAR"/"ACE" panels.
