[TC9b11] Some GUI problems in config dialog

I've just tried TC 9.0 beta 11 and got some issues.

1. (on screenshot) Go to Config - then use 2nd line - you can see 1px cut on [+] button in the right bottom corner. AFAIK, that was the same on 8.52a.
2. (on screenshot) Go to Config - Ok/Cancel/... buttons have too much height.

Win 7 SP1 x64.

In Beta 13 I don't see it anymore.
I use Segoe UI 9 as font.

Tahoma 8 on Windows 10 looks fine.
