This happens with Show default folders/file icons from Explorer enabled.
Normally, in Explorer (or any other filemanager/browser) I get to see the winrar, or 7-zip icons the archives are associated with. Totalcommander now always shows the default windows "compressed folder" icon instead (the one with the zipper).
I've played around with associations, which resulted in the icons changing everywhere except in totalcommander.
No big issue, but seeing the difference between folders and archives, and also the different kinds of archives is a bit harder now.
I'm currently running TCmd x64 on Windows 8.1
Update: I forgot to mention, but this isn't something introduced with the beta 13 version. It was there before, I just assumed I could change it by digging through the settings, but it turns out I couldn't.

This behaviour is intentional for files recognized by TC as archives, or belonging to packer plugins.
