Cannot modify install.inf - zip error returned

I did everything according to this tutorial which link you have posted above.
And it doesn't work.
I repeated it several times with the same result.

Don't try to modify the existing EXE, you will get ZIP error. Instead, pack to new file with option "self-extracting" and zip compression rate 0.
