[TC 9.0a RC2] The option (*) 2: is disabled but can checked

1- Temporary move all WcmiconXX.dll (except Wcmicons.dll) to another folder
2- Show Dialog box for choosing the default icon library
3- The option (●) 2: is disabled and the dropdown list show "-----------"
4- If you select "-----------", the option (●) 2: will checked although it is disabled
5- If OK pressed, DefaultLib=----------- is written to Wincmd.ini

This was not problem before TC 9.0a RC2 because the option (●) 2: had to selected by the user.

It is OK to show "-----------" in the dropdown list but disable it too so the user cannot select.
