Trying the URLs http://totalcmd.net and www.totalcmd.net or the IP http://93.170.128.253 does not make any difference at all here. At this very moment the page content is off again.
You got the wrong IP. The name totalcmd.net must resolve to 109.237.110.23, but this IP serves multiple websites (with named vhosts), so it doesn't help to type it in your browser...

So it depends on the prefix whether or not you get connected to the correct IP and hence the correct server/page.

I also cannot get to totalcmd.net in the last 4 days.
I get 404-page not found - or - the "index-of/" page (as the screen-copy from deus-ex).

Update2: one issue still remains unsolved. The utility Total-Updater still cannot reach the site - Error: Host (totalcmd.net) cannot be found.
It seems like the resolving of totalcmd.net is still leading to some wrong Russian site.

Why is such an essential part of TC (the plugins) not under control (hosting, backups etc) by Mr Ghisler? Its OK of others have access and/or manage it but it should be as reliable as http://ghisler.ch and http://ghisler.com
Note: I don't know much about it but I get the impression that this is a volunteer "fan" project, which is fine in itself but as it is now so essential, TC should "take control" to ensure reliable access to plugins (it seems to go offline on a "regular" basis. If this "volunteer" assumption is incorrect, please discard this post.

There are plugins listed on ghisler.com/addons.htm, but the inofficial plugin sites (totalcmd.net is not the only one) list many many more (orders of magnitude more). Their sheer number makes it quite unlikely for Ghisler to host them.
But I agree that the reliability of totalcmd.net is... uh, how to put it in a non-offending way? Let's say it could be greatly improved.

As far as I remeember many plugins are not listed on ghisler.com for the following reasons given by Ghisler.
Plugins on ghisler.com are perceived as official even if someone else has written them. So Ghisler would have to do a basic test on all released plugins and updates. The effort would be to high for such a small business.
So in my opinion that there should a some kind of 'semi-official site'. Something that is hosted by Ghisler but is not perceivable as part of the official homepage and heavily community-driven.

There is already a community-driven but hosted by Ghisler site. The wiki. As everyone can edit every page (already existing) addons would have to be used to restrict write access to the plugin owner. As the MediaWiki platform isn't really designed to be used in this way, this another platform should be considered. Maybe someone knows something that works OOTB?

I don't know much about such matters but I do know there are various document management programs (php) that you can run on your own server where you can have multiple users with categories and varying degrees of flexibility including revisions e.g. keep older versions of files available (documents can be any type zips, images etc) - most of them aren't free though. I wouldn't be able to recommend a specific package though.
