Steps to reproduce:
1. Start TC with fresh ini settings file, go to some path like c:\Program Files\.
2. In Total Commander Configuration on Display->Folder tabs page enable option Tabs on multiple lines.
3. Make 2 tabs (Ctrl+T), lock first one with changes allowed, close not locked tab.
Now you have a locked tab named "*Program Files" with header even if an option for tab header for single tab is not enabled.
4. Using right mouse click open tab header's context menu, there use Duplicate current tab item, it will create a background not locked tab named "Program Files". It's important to use that method and NOT Ctrl+Shift+T to make a backround tab in this step and later.
5. Repeat step 4 (duplication of locked tab we made in step 3, not newly created not locked tab - just follow step 4) many times, once tabs will go on second line a name of active locked will almost disappear (you'll only have "*" in tab's name).
If to enable an option to Always show drive letter in tab title in step 2, in step 5 locked tab name will be "*c:".

I can confirm it fixed in TC 9.22a.history.txt wrote:25.03.19 Fixed: Duplicating a tab which was locked with directory changes allowed could leave it with an empty name if it caused an additional line of tabs to appear (32/64)
